Rocky Mount, NC — Thelma Lee Bulluck, a lifelong resident of Rocky Mount and a proud homeowner in Ward 7, is excited to announce her candidacy for Rocky Mount City Council.

At 68, Bulluck brings years of experience in public service, along with a deep love for her community. She is a graduate of Rocky Mount Senior High and Shaw University, and she retired from the State of North Carolina after working in several departments including Labor, Revenue, and Commerce. She also volunteered in local schools, working with at-risk youth.

Bulluck comes from a strong legacy of leadership. Her parents, the late Rev. Dr. Elbert Lee and Mrs. Rachel Lee, were active civil rights leaders in the 1960s. She grew up watching her home and church become meeting places for community change. That same passion drives her today.

“I care deeply about Rocky Mount and Ward 7,” said Bulluck. “I want to bring people together and be a voice for all. This is my first time running for office, and I believe God has prepared me for this moment.”

Her campaign will focus on key issues like affordable housing, neighborhood safety, better transportation, youth programs, and stronger community services. She’s also committed to working on city unity, saying, “It’s time for One Rocky Mount.”

Bulluck has lived in Ward 7 for 18 years. She is a longtime member of Alpha Kappa Alpha Sorority, Inc. and is married to James Bulluck. Together, they have five adult children and six grandchildren.

“I know this city. I’ve lived it, served it, and loved it. I’m ready to work for all of us.”
